China: 20% by 2020

China announced new energy targets - 15% from renewable energy by 2020. Chinese vice-chairman of National Development and Reform Commission is more optimistic - he expects 20% of China's energy from wind, solar, biomass and hydro. Read why that might not mean a reduction in carbon emissions.
