The Environmental Protection Agency has ordered ZKW Trading, a Southern California company, to submit a plan to recycle nearly 32,000 pounds of cathode ray tubes (containing lead) that were illegally shipped to Hong Kong. The shipment was erroneously mislabeled as plastic scrap and shipped back when the "error" was discovered.
