Xcel Energy asks for rebate change

Xcel Energy, Inc. is asking Colorado legislators for permission to change the structure of their Solar Rebates program after the state changed rules to allow third party companies to own and install solar panels on homes and businesses. Xcel would like to be able to make rebates available to those third party owners rather than building owners.
